Functions & Responsibilities of the Town Council
The Town Council functions as the legislative branch of our local government through the approval of policy direction for both municipal and academic service delivery areas. They also approve two annual budgets, set the ad valorem tax rate (local property tax rate) for the community, review development requests and zoning changes, evaluate the performance of the organization, set strategic planning goals, and provide staff direction on capital investments and financing.

Each of the five members is elected for a two-year staggered term.
The Council is responsible for hiring a professionally trained town manager to manage the administrative tasks of the organization. The Town Manager is also known as the CEO of the organization and he or she oversees the day-to-day activities of the Town and enforces the ordinances and policy directives of the Council. The Town Manager/CEO reports directly to the Town Council. The Council also appoints municipal and academic attorneys and the municipal judge.
The council members volunteer a significant amount of their personal time, professional skill sets, and energy to help create the amazing community that is known as the Town of Westlake!
